General Information
Kamsky Industrial Park Master was founded on July 29, 2004. The enterprise’s authorized capital is 480 million roubles. KIP Master Inc. was established on the former areas of ZAO Remdiesel – KAMAZ's subsidiary.
KIP Master has got production and office areas with a well-developed modern infrastructure.
KIP Master Inc. is open to any high-performance investment projects aimed at organization of competitive products output, rendering of production, technical and consumer services.
KIP Master is the only industrial park oriented to the vehicle building industry. The industrial park oriented towards production is really unique for Naberezhnye Chelny.
KIP Master acts as a link for small-, medium- and large-scale businesses. Industrial Park Master was established because it was necessary to quickly organize modern, economically effective production of car components which is not beneficial under conditions of a large-scale enterprise.
The development of Kamsky Industrial Park Master can be divided into three stages.
At the first stage KIP Master had got:
– 37,625.5 sq m of production areas
– 7,244.2 sq m of office areas
During the first half-year of 2005 the facilities were repaired. The infrastructure of the object was renewed: its heating and power supply systems, roof and flat skylights, water supply and sewage systems were completely repaired. Modern facilities were offered for offices – fiber-optic telephone communication lines, a dedicated Internet-line, automatic exchange.
Simultaneously, tenants were attracted and programs for cooperation of KIP Master’s participants with OJSC KAMAZ were developed.
The management of OJSC KAMAZ and KIP Master Inc. created the most favorable conditions to organize business on the premises of KIP Master. OJSC KAMAZ acknowledged the park participants as “privileged” partners to whom a number of preferences extend:
– the participants of KIP Master are provided with guaranteed orders;
– the tenants are provided with engineering and design documentation and half-finished products of OJSC KAMAZ;
– they can use a commodity distribution network.
The lowest rent in the region should be added to all above-listed advantages.
Since the middle of 2005 KIP Master Inc. has started renting its premises which was the beginning of its commercial work.
In 2005 the industrial park’s infrastructure was created which fostered the development of SME in Naberezhnye Chelny and the Republic of Tatarstan. Having analyzed the demand of small and medium size enterprises for the park’s services, the management decided to extend spaces and further develop the project.
So, the second stage of the park’s activity started. In 2006 additional areas were purchased:
– 70,000 sq m of production areas
– 23,500 sq m of office areas
At the second development stage the task was set to develop infrastructure support of the participants. The whole package of services was developed for the tenants, from a guarded parking lot and a cafeteria to legal and accounting services. The list of services rendered on the territory of KIP Master Inc. is always being extended.
To date 127 enterprises with various forms of property are located on KIP Master’s premises. KIP Master’s tenants’ scopes of activity are different, most of themare organizations, including foreign ones, oriented to the automobile cluster and, in the first place, to cooperation with OJSC KAMAZ.
To date, there are 1661 tenants in KIP Master. Their total production volumes for 2007 formed 3300 million roubles.
Now KIP Master is at the third stage of its development. At the moment new production and office areas are being prepared. At the third stage special stress is laid on the development of a service package for the tenants. The following infrastructure objects will be under one roof:
- an engineering laboratory equipped with new universal equipment for preproduction and execution of technological processes which small-scale enterprises don’t carry out themselves;
- a centralized tool stock to constantly provide production with tools;
- a centralized repair service for maintenance and repair of technological equipment;
- a logistic service for acceptance and delivery of goods for enterprises located in Industrial Park;
- a database of supported projects with information about realization of projects and analysis of causes of their success/failure.
This infrastructure will guarantee conditions for establishment and functioning of small-scale enterprises oriented to organization of complex machine building, in particular, vehicle components production, as well as to rendering services to large-scale industrial enterprises.
Besides rent, the service package of Industrial Park Master will include the following kinds of additional services:
- Support of projects, starting from constituent document preparation and during the whole stay in Industrial Park;
- Comprehensive business planning (including marketing research and search of external financing sources);
- Assistance in attraction of orders for workload of production capacities of small size industrial enterprises;
- Informational support and provision of resources for implementation of new technologies;
- Providing customers with information about quality of products and stability of their supplies for production.
Industrial Park Master was established to realize a new idea – to create businesses for their further operation. The essence of this suggestion is the following:
- Production areas of IP Master are prepared.
- OJSC KAMAZ determines a mix of vehicle components indicating an annual demand for each item.
- A concrete item is selected from the formulated list. The list of equipment necessary for its production is determined.
- A production complex enabling to satisfy the needs of OJSC KAMAZ and also to have an opportunity to search for and execute additional orders is formed on one of the areas.
- An organization which will rent this production complex is chosen on a competitive basis.
The terms of rent are the following:
- Comprehensive maintenance and repair of equipment
- Regular wage payment for workers
- Regular tax and duty payments
- Regular and timely rent payment for production areas and equipment
- Availability of the enterprise’s own circulating capital
- Immediate satisfaction of needs of the key customer – OJSC KAMAZ
Small size enterprises will only have to organize preproduction, find skilled experts, supply production with circulating assets.
It should be noted that the idea of rent to small size enterprises is new for the Republic of Tatarstan and the Russian Federation. Implementation of the offered innovation will enable to:
- Lend small- and medium-size business support
- Create new jobs
- Increase proceeds to budgets of all levels
- Create new stable objects of the automobile components production industry
- Organize the auto components production on the modern quality level
- Raise effectiveness of OJSC KAMAZ’s principal activity
The innovation activity of this project consists in unique pooling of interests of business structures, government bodies of Naberezhnye Chelny and the Republic of Tatarstan.
KAMAZ’s advantage is expressed in transfer of non-core assets, support of flexible production processes, an opportunity of concentration of investment resources on the key products, testing and approbation of engineering solutions when mastering new products, vehicle components’ cost saving, control of components’ quality.
The participants benefit from the receipt of heavy long-term orders, flexible rent terms, production and distribution cost reduction.
For Naberezhnye Chelny and the Republic of Tatarstan the park’s successful activity guarantees creation of new jobs and legalization of “gray” markets of labor and wages. Businessmen who transfer their production lines to the industrial park from neighboring regions also create new jobs, and the city and republican budgets receive tax payments.
KIP Master is a special form of an industrial park enabling efficient cooperation of small-, medium- and large-scale businesses advantageous for all of its participants.
