KAMAZ Began to Work as Usual
KAMAZ cancelled the routine of a short four-day working week introduced in September 2009 and renewed a five-day working week.
In connection with the increase of orders for trucks and with a view to rational production organization, Sergey Kogoghin, Director General of OJSC KAMAZ signed an order to cancel the short working week.
It will be recalled that the short working week and “start-stop” routine was one of the first crisis management measures taken by KAMAZ’s management at the beginning of the crisis. It enabled the company not to increase stock resources and to considerably reduce costs. The enterprise worked only executing taken orders.
These measures were of great social importance. Thanks to the short working week the company managed to avoid massive layoffs and to maintain social stability in Naberezhnye Chelny where KAMAZ is a city forming enterprise. With the substantial aid of municipal, republican and federal authorities the management of the company compensated inevitable reduction of wages with implementation of temporary jobs at KAMAZ on the days of idle time.

KAMAZ and Ukraine Get over Crisis
On 28 April in Kiev the managers of OJSC KAMAZ met with the representatives of companies of KAMAZ’s dealer network in Ukraine.
Sergey Kogoghin, Director General of OJSC KAMAZ headed the company’s delegation. The Ukrainian market stays one of the first-priority for KAMAZ on the territory of the CIS.
In the course of the meeting the results of cooperation for 2009 were summed up, plans and tasks of KAMAZ production promotion in the country for the current year and paths of the further development of the company’s relations with its Ukrainian partners were discussed.
The Ukrainian market suffers from the consequences of the world financial crisis more than the Russian one on which positive tendencies are already visible. Many companies doing business in Ukraine put off buyng new vehicles for their fleets. Distributors of manufacturers of commercial vehicles and trucks in the country accumulate all efforts to stabilize business processes developing new schemes of work to maintain their own efficiency.
459 new KAMAZ vehicles were delivered to Ukraine in 2009. According to the data of Autoconsulting, 648 KAMAZ vehicles in all were registered in Ukraine during this period. This is more than 5 times as less as in 2006-2007 when KAMAZ became the leader of the country’s sales market.
To date OJSC KAMAZ offers its customers a model line of vehicles with improved performance characteristics due to which the Russian trucks rank with their foreign analogues. With the use of the Russian designers’ advanced developments and units created by joint ventures (Cummins, ZF, Knorr-Bremse, etc.) in the construction of KAMAZ vehicles, technical characteristics of KAMAZ’s production considerably improved.
KAMAZ is ready to supply the Ukrainian market with high-quality vehicles at reasonable prices by the moment of recovery of the Ukrainian economy from the recession.

KAMAZ Vehicles in Armenia
OJSC KAMAZ, the largest Russian truck producer, participates in the 3rd Specialized International Exhibition “Construction and Interior 2010” which is being held in the capital of Armenia, Yerevan.
The “Construction and Interior” Exhibition is the largest event in Armenia’s business life and a golden opportunity for companies and businessmen to establish new commercial relationships and to study the construction market, and for customers – to make the right choice.
KAMAZ vehicles occupy more than 50% of the truck fleet of their class: special equipment makes 40%, dump trucks ¬– about 30%, side vehicles – 15%, bolster-type tractors – 10%. On the whole, KAMAZ trucks are used by companies of the mineral resource industry, private building companies (construction equipment, including road-building equipment, dumpers), in the private sector, for cargo transportation (vehicles with high sides, prime movers), by municipalities of big cities (municipal special equipment), by security, defence and law enforcement agencies. The mean age of almost 5 thousand KAMAZ vehicles used in the republic is 12-20 years. Naturally, it is really necessary to replace the vehicle fleet, and KAMAZ is ready to offer the Armenian customers its best products.
The Russian auto producer presented the following models at the Yerevan exhibition: KAMAZ-6520 Dumper, the basic model of the KAMAZ line of vehicles with higher carrying capacity, KAMAZ-65117 Side Vehicle and Inclined-Axis Mixer 581453 on KAMAZ-6520 chassis.
KAMAZ-6520 Dumper, the basic model of the KAMAZ line of vehicles with higher carrying capacity, is presented in the renewed version, with a restyled cab. It satisfies all demands of the sales market. The vehicle is intended for transportation of diverse construction and industrial goods, and with GVW of 32.5 tonnes it can transport up to 20 tonnes of freight both on roads meant for vehicles with axial load of 10-13 tonnes, and under cross-country conditions. This dumper is economy, like all KAMAZ vehicles. The payback period of KAMAZ-6520 vehicles is twice as less than that of their analogues.
KAMAZ-65117 (6x4) Side Vehicle (carrying capacity – 14 tonnes, GVW – 24 tonnes) can tow a trailer with GVW of 14 tonnes. All advantages and potential of well-known previous models are embodied in this vehicle. Technical innovations used in the construction of KAMAZ-65117 Side Prime Mover secure improved consumer properties confirmed by certification and driving tests.
Inclined-Axis Mixer 581453 (KAMAZ-6520 chassis, 6x4) presented in Armenia in a restyled version has got a mechanical-hydraulic drive and is completed with HATZ 4Ì41 Engine (Germany). Robust performance of a mixing drum drive is secured at the expense of an Italian epicyclic gear. The model is also equipped with an imported oil cooler increasing an operation life of the vehicle by means of a higher heat emission. Rapidly wearing parts of the vehicle are made of wear-resistant and strong steel. Inclined-Axis Mixer 581453 operates without troubles in winter time too: a water-distributing system of this model functions in such a way that an engine of chassis heats water in the water reservoir with exhaust gases.

The managers of OJSC KAMAZ and OAO KIP Master arranged the most favourable conditions for business organization having named the tenants of the industrial park “priviledged partners” with a number of preferences:
– guaranteed order of OJSC KAMAZ;
– technical documentation for placed orders;

– rendering of services within the company’s commodity distribution network.
The lowest rental should be added to all these above-listed advantages too.
For the city and the republic the successful activity of the park guarantees new jobs and legalization of a part of the “grey” labour-market. Business owners transferring their manufacturing lines to the industrial park from neighbourhood regions also create new jobs, and tax payments go to the municipal and republican budget.
To date 135 enterprises 50% of which cooperate with OJSC KAMAZ are registered on the territory of KIP Master. The total number of workers is 1541 people. 79.5 thousand square meters of production and office areas are rented to foreign and Russian auto components producers for a long term. The joint venture was established at the end of 2009 within the bounds of strategic partnership development between OJSC KAMAZ and Daimler AG, the primary shareholder of MFTBC. The production areas of the JV (12,000 square meters) are used for assembly, quality control, and logistics. At the initial stage vehicles are being assembled from semi-knocked-down (SKD) kits shipped from Japan. The active search for the Russian OEM suppliers has already been started. A program of further localization will start in the near future.
"KAMAZ is very pleased to see the start of Mitsubishi Fuso truck production and sales in Russia," said Sergey Kogoghin, Director General of OJSC KAMAZ. "This project will not only allow us to introduce our customers a quality product, but will also give us modern technology vehicles and opportunities to integrate the world automobile industry."
“With the entry of Mitsubishi Fuso into the Russia market, MFTBC takes an important step in a key growth market,” said Dr. Albert Kirchmann, MFTBC President and CEO. “MFTBC sees great further potential in the Russia commercial vehicle market, and believes Mitsubishi Fuso vehicles can play an important role here.”
“With the arrival of the world famous Canter light-duty truck, we give our potential customers the opportunity to appreciate all the advantages of its economy and reliability and at the same time offer them a very comfortable vehicle,” said Mr. Albert Yagudin, FKTR President. “I would like to stress that aftersales and the quality of our services will be our priorities.”

The Canter is ideal for inter- and intra-city delivery. Typical configurations will include: van body, refrigerated body, cargo bed and cargo bed with crane. Special modifications (hydraulic towers, space-saving garbage trucks, wreckers) will be offered clients to satisfy the needs of state structures and local authorities.
An attractive retail price and a wide choice of leasing and credit proposals will secure potential buyers’ interest in the Canter model.
Sales will be started after the début of Mitsubishi Fuso trucks at the COMTRANS 2010 Exhibition. The first dealers of FKTR in Russia are: “Mercedes-Benz Sever” in Moscow and “Fuso Center Kazan” in Kazan.
An initial core group of approximately 30 dealer locations is being established to cover major cities including Moscow, Saint Petersburg, Novosibirsk, Yekaterinburg, and Krasnodar. The network will include dealers affiliated with KAMAZ and Mercedes-Benz trucks, as well as independent shops.
To guarantee customers a strong quality of service and efficient technical assistance, FKTR is also launching a Corporate Training Center for dealer technical and sales personnel. Parts support and fast availability, as a key factor of commercial success, will be the main task for a Central Spare Parts Warehouse.
The start of Mitsubishi Fuso production and sales in Russia is a principal step for FKTR, which was established in 2009 to handle the importation, production and wholesale operations for Mitsubishi Fuso trucks in Russia. The joint venture is 50% owned by KAMAZ and 50% owned by MFTBC’s primary shareholder Daimler AG.

For MFTBC, it opens up the high potential Russian market and allows the company to serve one of the world’s largest future truck markets with a strong partner with wide network and presence.
For Daimler Trucks, it continues the implementation of its Global Excellence Program. Launched in 2005, the Daimler Trucks’ Global Excellence Program includes a Growth and Market Penetration initiative aimed at enabling its brands to enter new markets with high growth opportunities in order to strengthen the division’s global presence.

KAMAZ Constructors’ Anniversary
On 16 April the managers, specialists and workers of the Department of Vehicle Design and Experimental-Industrial Production which is a part of the Administrative Development Unit of KAMAZ celebrated the 40th anniversary of their department – the Research-and-Development Center of KAMAZ.
As is known, KAMAZ’s history starts from “the first bucket of earth” took out when constructing facilities of the Kama plant for heavy haulers production on Decembr 13, 1969. After the anniversary of the whole KAMAZ the plants, departments and services of the Russian largest truck producer also start celebrating their own anniversaries. The first department to start celebrating its anniversary became the R&D Center set up in April 1970 as the Design Manager’s Department.
The work of design and experimental services is very important for all automobile companies as it is the cornerstone of their philosophy. This explains why the Design Manager’s Department was one of the first established departments of KAMAZ, then under construction.
The history of the R&D Center was made by three generations of KAMAZ designers and testers – headed by three design managers of KAMAZ. The leading organizer of the Design Manager’s Department in 1970-ies was the first design manager of KAMAZ, Vladimir Barun. The construction and experimental-industrial service acquired the current name, the Research-and-Development Center, in 1986 when Ramil Azamatov became the design manager of KAMAZ. In 1987 young and energetic Semyon Yakubov headed the pilot production of the R&D Center. In February 1995 he completely switched over to managing the KAMAZ-master team. The team created on the basis of the R&D Center became the contender for the global leadership. The same year Danis Valeev became the design manager. In this difficult period of time it was decided, for instance, to create the heaviest-duty truck KAMAZ-6520, many other projects were developed. The latest years were devoted to intensive modernization of all lines of vehicles. A new generation of heavy-duty KAMAZ trucks is currently beign developed by the constructors.
In the honour of the 40th anniversary the large group of constructors, managers and workers of the R&D Center received a decoration “For services to the city of Naberezhnye Chelny”, Honorary Diplomas of Naberezhnye Chelny and OJSC KAMAZ and notes of thanks from the company’s management. 17 best managers, specialists and workers of the development unit received congratulations, their names and photos were placed in the hall of fame “Our Pride” in the KAMAZ R&D Center.

Meeting of Presidium of Tatarstan State Council was Held at KAMAZ
The meeting of the Presidium of the Tatarstan State Council devoted to realization of crisis-management measures of OJSC KAMAZ and its experience in modernization and innovation took place in the general directorate of OJSC KAMAZ.
The members of the State Council accompanied by the top managers of OJSC KAMAZ visited a number of the company’s plants: the automobile plant, OAO KamPRZ and OAO KAMAZ-Diesel. The guests saw a mother assembly line and a cab assembly shop at the automobile plant. Farid Mukhametshin, Chairman of the Tatarstan State Council met with the workers of the plant. The guests saw a new cab painting line at the Kama Frame-and-Stamping Plant and visited an engine assembly line and a shop for localization of details for Cummins engines at KAMAZ-Diesel. The parliamentarians also visited joint ventures of KAMAZ and the leading global automobile component producers – CUMMINS KAMA and ZF KAMA.
After that a press conference was held for mass media with the participation of Farid Mukhametshin, Sergey Kogoghin and the head of administration of Naberezhnye Chelny Ildar Khalikov.
Within the bounds of the meeting Sergey Kogoghin, Director General of the company made a report on the subject “Results of Crisis-Managment Program of OJSC KAMAZ. Realization of Development Programs under Crisis Conditions”. Below is given its summary.
The crisis-management program of OJSC KAMAZ was developed in October 2008, and it covers 12 main areas of activity in the sphere of sales, cost reduction, activity financing, assets optimization, increase of labour productivity, introduction of lean production tools. The planned truck model line was formed with a marginal level optimum for working under the crisis conditions. Price-cutting, searching for alternative suppliers and design and engineering neasures helped to save more than 2 billion roubles. On the whole the crisis-management program enabled to improve the company’s financial performance for 2009 by 3.5 billion roubles.
The crisis management programs were developed and realized also by the main subsidiaries – OAO NEFAZ, OAO Avtopritsep-KAMAZ and OAO TZA. Thanks to that, they survived even when their production volumes went down to 80%.
KAMAZ didn’t stop its cash flow, said Director General of KAMAZ in his report, purchases and social programs were financed in time, wages and taxes were paid without delay. In spite of the difficult economic situation and cost optimization in 2009, KAMAZ took measures to maintain the staff. Temporary job placement and public works were organized in the period of the mainline production shutdown: 20700 jobs were created in the subdivisions and organizations of OJSC KAMAZ where over 32 thousand KAMAZ workers were engaged. During 2009 more than 3400 people received training.
By reengineering KAMAZ’s own production areas were reduced by 76%, its equipment base was reduced by 58%. Partially it was made due to outsourcing of some activities, but in all cases – without considerable losses of volumes of products made with the help of this equipment. Joint ventures of KAMAZ and its partners are located in the vacant buildings. Even before the crisis, in 2004 the main building of ZAO Remdiesel was vacated and its areas were leased to small and medium businesses, the participants of the Kama Indistrial Park Master. Now there are 137 enterprises working in various areas from mechanical engineering to the sphere of services there. To date 77% of areas of the pre-crisis level are leased, occupation of 95% of areas of the KIP Master is expected by the end of this year. And then they will consider the issue of introduction of the third line of the KIP and work of the transport and logistic terminal with estimated capacity.
Despite the worsening of the economic position KAMAZ even under the crisis conditions continued realizing the earlier planned development programs and developing new ones. The company’s strategy for 2010-2013 is being realized. It presupposes that KAMAZ will continue working on the earlier adopted innovation programs. Two stages of realization of the program of product development were planned. According to the first one, the available model line of vehicles was modernized and a product with new qualities was created. At the second stage a new generation of trucks will be created and several key investment projects will be realized. In accordance with the adopted strategic guidelines, a component basis will be developed and a product range will be expanded in partnership with the global leaders in these areas in the format of joint ventures.
“Intellectual and technical potential which we managed to maintain and create in the period of the crisis enables KAMAZ to quickly and effectively react to the market needs in the period of business activity growth in the Russian economy and to create a new generation of vehicles, in accordance with the planned terms of implementation of new technical specifications,” - said Sergey Kogoghin in conclusion of his report.

KAMAZ is the leader of the Russian market in the majority of special equipment segments. Over 230 plants mount their superstructures on KAMAZ chassis. In all they number 1600 models, modifications and versions of special equipment. KAMAZ and its partners have got everything required to make their equipment called-for and satisfying consumer needs. Test-Drive of KAMAZ
Yury Klochkov, First Deputy Director General of OJSC KAMAZ – CEO tested a restyled KAMAZ vehicle.
For already several months OJSC KAMAZ has been practicing inspections including both visual examination of a specimen randomly chosen from a batch of new vehicles and test-drive of one of them.
2010 is announced the Year of Quality at KAMAZ. Besides, more and more restyled KAMAZ vehicles enter the country’s market. Therefore the company’s top managers’ participation in such events is clearly important.
After the tests Yury Klochkov expressed his opinion about engineering changes which should be made in the vehicle production process in front of the managers of R&D Center and the automobile plant.
According to Yury Klochkov, with intensively growing sales of restyled vehicles quality issues are becoming more important. The top manager named weekly meetings one of the measures enabling to solve quality problems. The meetings will be devoted to the most problem vehicle produced for the last week, and suggestions of construction and engineering changes will be put forward.
Great attention will be paid to the work with dealers. Yury Klochkov noted that the considerable part of reclamations exists because employees and, in the first place, drivers of the dealer network simply don’t know how to use new trucks with a more elaborate design than that of older types. It makes necessary to further intensively work with the staff of dealer enterprises. Fortunately, there are some enterprises able to render customers high quality services. However, there are still problems, and KAMAZ is to further promote principles of its Production System both at its enterprises and among its partners.

On 2 April OJSC KAMAZ received certificates of the quality management system compliance with the ISO 9001-2008 and GOST R ISO 9001-2008 standards. OJSC KAMAZ and Russian Register Association signed an agreement on strategic cooperation.
The certificates and the banner of International Certification Network were presented by Arkady Vladimirtsev, Director of Russian Register Certification Association.
Having thanked the manager and specialists of the Association with which KAMAZ has been working already 12 years, Sergey Kogoghin, Director General of OJSC KAMAZ said, “The economic crisis changed our customers so much making them harder-to-please and calculating, that the issues of quality assuarance, and consequently certification of the quality management system will always be in the foreground of our activity. Confirmation of conformity of our quality management system with three standards at once is of greatest importance to the company.”
Serious measures for recertification of the quality management system of OJSC KAMAZ and inspection carried out by Russian Register in the company’s subdivisions at the end of last year preceded this event. In order to eliminate revealed non-compliances Yury Klochkov, First Deputy Director General – CEO of OJSC KAMAZ made an order to approve a plan for correction activities.
After they had concidered the results of the recertification audit of KAMAZ’s quality management system, the managers and specialists of Russian Register decided to present OJSC KAMAZ certificates of compliance with ISO 9001-2008 (GOST R ISO 9001-2008) requirements and confirm compliance with the GOST RV 15.002-2003 standard.

These certificates guarantee the stable quality of the company’s products and services, which helps attract customers and investors. Besides, this is an indispensable condition by receiving orders financed by municipal and federal budgets. Successful recertification also helps improve the company’s image in the region and positions on the world market. The available certificate of compliance makes the process of obtaining licenses easy and considerably reduces the terms of further certification inspections.
It should be noted that certification of quality management systems of the Russian organizations according to ISO 9001-2008 standards started in November 2008. And KAMAZ became one of the first automobile enterprises which fulfilled this process having once again proved that it is the leader of the Russian automotive industry.
Soon enterprises and organizations will have to be certified for compliance with new standards – e.g. of information technologies, information security and logistics systems.
